The gear to equip is basically the same as a Hammerdin build. It does not need a lot of skill points to be effective, only the initial Fist of the Heavens's heat does lightning damage, all damage that you are emitting is magic. You want to play on either 75% or 125% Faster Cast Rate, the first one is easily achievable even on a budget gear. Put enough points on strength to equip all of the gear, and enough dexterity to get maximum block chance (75%), then spend the rest into vitality. Even if you don’t have enough Diablo 2 Resurrected Ladder items or D2 runes to buy them, you can go with the budget version gear for this build. D2R 2.4 FOH is a new meta that is able to obliterate Chaos Sanctuary. For example, it can’t damage cows with Holy Bolt, but it also could be overpowered.
